LAHORE (Dunya News) – Acting under IMF conditions, the Punjab government has approved a new framework for the preparation and appraisal of PC-I documents to improve transparency and quality in development projects.

Under the new decision, no development scheme will be included in the Annual Development Programme (ADP) without PC-I approval. Previously, several schemes were added to the budget without proper preparation, cost estimation, or PC-I approval.

Senior Provincial Minister Maryam Aurangzeb approved the new framework, while the draft was prepared by Chairman Planning and Development Dr. Naeem Rauf and Secretary P&D Rafaqat Nusrana.

The government has decided to standardize and strengthen PC-I preparation and appraisal readiness. The new appraisal framework includes “stage-gate readiness checks,” establishing a clear and integrated mechanism for project evaluation from Gate Zero to Gate Three. The framework aims to prevent unnecessary cost and time overruns in projects and to reduce shocks during revisions and implementation. It also proposes making design maturity and scope lock mandatory in PC-I documents.

The government has also decided to make the appraisal framework a reference document for sponsoring departments, ensuring greater transparency, effectiveness, and financial discipline in development projects.
